A deadline that reaches past Brussels' borders
On July 31, 2026, EU member states became legally required to apply Directive (EU) 2024/1799, the bloc's Right to Repair rules, adopted 13 June 2024 and published in the Official Journal on 10 July 2024. The directive text is explicit about who it binds: obligations to repair "cover... manufacturers established both inside and outside the Union in relation to goods placed on the Union market," with importers and distributors picking up the duty when a non-EU manufacturer has no EU-based representative. For Indonesian firms making or assembling phones, tablets, displays and servers destined for European shelves, that single clause is the whole story: distance from Brussels is not a defense.
The mechanics matter because the directive was transposed not once but 27 times. Each EU member state wrote its own implementing statute, and as of the deadline only a handful had formally notified the European Commission of completion, according to Right to Repair Europe. An Indonesian exporter selling into Germany, France and Poland simultaneously is not complying with "the EU repair law" — it is tracking three separate national repair-obligation regimes, each with its own enforcement body, penalty schedule, and interpretation of "reasonable price" for spare parts.
What the directive actually demands
The repair obligation attaches only to product categories that already carry EU ecodesign repairability requirements under Regulation (EU) 2024/1781 and its predecessor, Directive 2009/125/EC — currently smartphones, tablets, electronic displays, servers, and a list of major household appliances, with e-bike and e-scooter batteries added from February 2027. For those categories, manufacturers must, per the European Commission's own July 31, 2026 announcement: honor repair requests "for free or at a reasonable price, within a reasonable timeframe," grant a minimum 12-month warranty extension when a consumer chooses repair over replacement, and give access to spare parts at a reasonable price.
The provision with the sharpest teeth for component exporters is the anti-obstruction clause. Manufacturers are barred from using software locks, firmware updates, hardware pairing, or contract terms to block independent repairers — including blocking third-party, second-hand, or 3D-printed parts that meet safety standards — unless the restriction is justified by a "legitimate and objective" factor such as IP protection. Indonesian component and device makers whose commercial model has relied on parts pairing or firmware-gated repair authorization now have to re-engineer that logic for any unit bound for the EU market, or route it through an EU importer willing to absorb the compliance risk.
The steelman: why this exists
The case for the directive is not frivolous. The European Parliament's own framing is that consumers routinely replace repairable devices because manufacturers make independent repair artificially expensive or technically impossible — a dynamic that generates e-waste and locks consumers into a single authorized-repair channel at monopoly pricing. The Commission projects the rules will generate roughly €4.8 billion in EU growth and investment by extending product lifespans and building a domestic repair economy. A regulator genuinely worried about planned obsolescence and e-waste volumes has a real problem to solve, and design-for-repairability standards are a defensible tool for solving it.
Where the burden actually lands
The timing is what makes this a live issue for Jakarta rather than an abstract compliance footnote. EU customs data show the EU imported roughly $1.82 billion in electrical and electronic equipment from Indonesia in 2025, against €28.9 billion in total EU-Indonesia goods trade. Indonesia and the EU are simultaneously racing toward a Q4 2026 signature on the Comprehensive Economic Partnership Agreement (CEPA), which explicitly names electronics as a priority sector and would eliminate EU tariffs on 98.5% of tariff lines from a planned January 2027 entry into force, according to Indonesia's Ministry of Trade. Indonesian exporters are being asked to absorb a new, fragmented repair-compliance regime in the same six-month window their government is trying to lock in preferential tariff access to that same market — a sequencing problem Jakarta's negotiators should be raising now, not after the CEPA is signed.
The proportionate fix is not to relitigate the directive's substance — the EU is entitled to set product standards for its own market, and a harmonized EU-wide repairability floor is preferable to the 27-law patchwork currently in force. The fix is process: the European Commission should publish a single consolidated compliance summary for third-country manufacturers rather than leaving them to reverse-engineer 27 national transpositions, and Indonesia's trade ministry should use the open CEPA negotiating window to seek an implementation grace period or mutual-recognition mechanism for repairability testing, mirroring the testing-and-certification reciprocity already under discussion in the CEPA text. Absent that, the compliance cost falls hardest on small and mid-sized Indonesian component makers who lack the in-house legal capacity that Samsung or Apple can deploy against the same 27 statutes — precisely the exporters a rules-based, innovation-friendly EU trade policy should not want to price out.
