A technical test with a strategic subtext
On August 19, 2026, Egypt's National Telecommunications Regulatory Authority announced it had completed Africa's first mobile trial in the upper 6GHz band (6.425–7.125GHz), working with Telecom Egypt and Huawei to activate what NTRA described as the continent's first 6GHz mobile base station and complete its first data call over the spectrum. The trial reached speeds of roughly 1.7 Gbps per user (Developing Telecoms). NTRA Executive President Mohamed Shamroukh framed the exercise as confirmation that U6GHz sits among the "strategic frequency ranges" in Egypt's national spectrum plan for 2030–2035, still under preparation (Zawya).
That framing matters more than the speed figure. A single base-station demo doesn't move traffic; what it does is stake a regulatory claim years ahead of commercial deployment, in a band the world only agreed to open for mobile use at the ITU's World Radiocommunication Conference in December 2023. WRC-23 identified 6,425–7,125 MHz for International Mobile Telecommunications across ITU Region 1 — Europe, the Middle East and Africa — alongside other bands intended to carry 5G-Advanced and eventual 6G traffic (ITU). Egypt is testing what that identification actually delivers before most of the continent has begun asking the question.
The steelman: unlicensed spectrum has a real constituency
Before endorsing NTRA's mobile-first instinct, it's worth stating the counter-case fairly. The upper 6GHz band wasn't a blank slate at WRC-23 — it was contested precisely because Wi-Fi advocates, including major device makers and the Wi-Fi Alliance, wanted it kept license-free, the way the United States has reserved the full 1,200MHz 6GHz band exclusively for unlicensed use. Unlicensed spectrum has driven enormous consumer surplus: it's the backbone of home broadband offload, enterprise wireless, and increasingly Wi-Fi 6E/7 devices that rely on wide, interference-free channels. A regulator that locks the upper 6GHz into licensed IMT before domestic Wi-Fi demand is assessed risks foreclosing a cheaper, already-proven use case in favor of a speculative one controlled by two or three mobile operators. Europe deliberately deferred a final Wi-Fi-versus-IMT call on this exact band until 2026 rather than pick a winner outright — a caution Egypt's regulator should not wave away.
Why the trial-not-allocation approach still gets it right
But NTRA hasn't allocated the band — it ran a technical trial and explicitly left the allocation timetable undecided (Connecting Africa). That sequencing is the correct one, and it mirrors how Egypt handled its last major spectrum decision. In February 2026, NTRA and the Ministry of Communications and Information Technology closed a $3.5 billion deal awarding operators — Telecom Egypt, Vodafone Egypt, Orange Egypt and e& Egypt — an additional 410MHz across the 1800MHz, 2600MHz and 3500MHz bands, a single allocation roughly equal to everything assigned to Egyptian mobile operators since 1997 (Connecting Africa). NTRA's own published roadmap describes that deal as effectively doubling the spectrum available for mobile services and stages delivery and payments through to 2030, with a further planning cycle already mapped for WRC-27 bands including 4.4–4.8GHz and 7.125–8.4GHz.
Read together, the 6GHz trial isn't a standalone stunt — it's the next data point in a five-year roadmap NTRA committed to on paper, not just in a press release. That's the opposite of the ad hoc, politically-timed spectrum grabs seen elsewhere in the region, where allocations arrive with no public roadmap and operators have little basis to plan capital spending. A published multi-year roadmap, phased delivery, and an early technical trial before a formal allocation decision is what proportionate regulation of scarce spectrum should look like: signal intent, test feasibility, then decide — not decide first and retrofit justification.
The regional stakes
Egypt is not experimenting in a vacuum. It is the only African administration to have run a live upper 6GHz mobile trial, which gives Cairo a genuine first-mover claim on operational data — coverage patterns, interference behavior, device ecosystem readiness — that neighboring regulators lack. For a continent where mobile data remains the primary and often only broadband access path for hundreds of millions of people, an underused mid-band swath capable of multi-gigabit throughput is not an abstract 6G talking point; it's capacity relief for networks already straining under video and AI-application traffic growth. If Egypt's roadmap approach — publish the plan, test before allocating, stage the cost — gets replicated by Nigeria, Kenya or South Africa's regulators, the trial's real legacy won't be the 1.7 Gbps figure. It will be a template for how African regulators earn the credibility to make contested spectrum calls without triggering the kind of investment-chilling uncertainty that has slowed 5G rollout elsewhere on the continent.
The caution from the Wi-Fi side still deserves a hearing when NTRA actually writes the 2030–2035 plan: a hybrid-sharing framework, rather than an exclusive IMT license, would preserve unlicensed capacity for the enterprise and consumer use cases Wi-Fi already serves well. But testing feasibility first, and leaving the allocation question open, is exactly the discipline that makes that later debate possible on the merits rather than as a fait accompli.
