The targets, per MOFCOM Announcement No. 30 (2026), include German defense manufacturer Rheinmetall AG and, more tellingly, Vigo Photonics, a Polish infrared-sensor and photonics maker that the European Commission itself has spent tens of millions of euros trying to grow into a European semiconductor success story.
The mechanics are blunt. MOFCOM's notice, issued under China's 2020 Export Control Law and its Dual-Use Items Export Control Regulation, bars Chinese exporters from supplying dual-use goods to the 14 firms and orders any foreign party handling Chinese-origin dual-use items to halt transfers to them immediately, with exemptions available only through case-by-case approval from Beijing. Entities from eight EU member states — spanning defense, drones, lasers, semiconductors and maritime technology — are now formally cut off from a supply chain the EU has almost no alternative to in rare earths and permanent magnets.
What Triggered It
The EU's own move a day earlier is the more consequential story. Its 21st sanctions package added 51 entities to Annex IV of Regulation 833/2014, the EU's enhanced dual-use export restriction list, over their alleged role in helping Russia evade sanctions tied to its war on Ukraine, according to the European Commission. Of those, 27 sit in third countries: 14 in mainland China and Hong Kong (four Hong Kong-registered), alongside firms in Turkey, India, Kazakhstan, Kyrgyzstan and the UAE. The allegation is that these firms funneled microelectronics, CNC machine tools and semiconductor-manufacturing equipment to Russia's military-industrial complex in breach of EU controls.
That is a defensible enforcement action, and it deserves to be stated plainly before criticizing what came next. Sanctions regimes are only as credible as their weakest transshipment point; if Chinese and Hong Kong intermediaries really are laundering restricted chipmaking equipment into Russian defense plants, closing that loophole sits squarely within the EU's remit. Targeted, evidence-based entity listings — aimed at specific conduct rather than nationality — are also the more proportionate tool available to regulators, and Brussels deserves credit for reaching for that instrument rather than a blanket embargo.
The Problem With China's Answer
Beijing's response abandons that proportionality standard entirely. There is no public allegation that Rheinmetall or Vigo Photonics assisted anyone in evading Chinese export rules; MOFCOM's notice cites only "national security and interests" and "international non-proliferation obligations" — language broad enough to justify blacklisting almost anyone. This is retaliation by headcount, not by conduct: 14 EU firms answering 14 China/Hong Kong firms, a numerical match rather than an evidentiary one. Collective, non-evidentiary listing of this kind erodes the very distinction between enforcement and coercion that gives targeted sanctions their legitimacy in the first place — and it hands critics of the EU's own approach a ready-made "you did it too" talking point, however weak the equivalence actually is.
The irony is sharpest with Vigo Photonics. The European Commission approved up to €102.85 million in state aid for Vigo's HyperPIC project under the IPCEI ME/CT program — one of the EU's flagship Chips Act-era vehicles for building indigenous microelectronics capacity. The company is on track, by its own account, to become the first global manufacturer of mid-infrared photonic integrated circuits, backed by a new factory slated for 2029 production. Brussels is trying to grow this firm into exactly the kind of semiconductor capability its Chips Act 2.0 package, adopted in June 2026, is designed to deliver. Beijing has now cut it off from Chinese-origin dual-use inputs — a sharp reminder that the EU's chip-sovereignty ambitions cannot outrun its rare-earth dependency. The bloc still sources 98% of its rare-earth magnets and all of its heavy rare earths from China, according to the European Parliament's own research service — inputs that sit upstream of exactly the epitaxial and laser-diode manufacturing Vigo does.
The Wider Pattern
Analysts tracking the exchange describe China's response as faster and broader than its past reactions to EU measures, arriving as Brussels prepares further trade-defense action against Chinese industrial overcapacity this autumn, per the OSW Centre for Eastern Studies. Matching Beijing's retaliatory logic tit-for-tat only accelerates the decoupling that leaves firms like Vigo Photonics, and the jobs tied to its 2029 factory, exposed on both ends of the supply chain.
